Audrey Pothin

Mrs Audrey Pothin holds a Bachelor’s Degree in Finance from the University of Manchester, United Kingdom. She is also a Member of the Association for Certified Anti-Money Laundering Specialists (ACAMS).

Mrs Pothin has worked 14 years at the Central Bank of Seychelles, as a prudential and AML/CFT Supervisor, within the Financial Surveillance Division. In 2019, pre-empting sectoral supervision as would be mandated by the AML/CFT Act, Mrs Pothin was assigned to the AML/CFT section and her career took a turn to focus on AML/CFT matters. In 2021, she became the Supervisor in charge of the AML/CFT Section within the Financial Surveillance Division. Aside from her role as a Supervisor, Mrs Pothin formed part of the Technical AML/CFT Committee (TAC) where she has been at the forefront of regulatory reforms especially as it relates to the banking sector. She was appointed as the Deputy Chairperson of the TAC in 2023.

Mrs Pothin is the current appointed Chairperson of the Association, since February 2024.

2019-2024

Mr Philip Moustache

Mr. Phillip Moustache worked with the Central Bank of Seychelles (CBS) for 31 years in the bank supervision department and was responsible for the inspection of financial institutions such as banks and bureau de change. Mr Moustache has a Bachelor’s Degree in Business Management from the University of Salford, UK and he is also a Fellow member of the International Compliance Association.

In 2006, he set up the Financial Intelligence Unit (FIU) as a unit within the Central Bank of Seychelles and was appointed there as its director. In August 2008, upon changes to the legislation, he was appointed as the Compliance Director for Supervision within the FIU. In October 2016, he was appointed as the FIU director until he retired in March 2019 after having spent 13 years there. Mr. Moustache was appointed as the SBA Chairman in August 2019 and retired in 2024.

2017-2019

Mr Norman Weber

Mr Norman Weber is a UK Chartered Certified Accountant, and holds a Postgraduate degree of MSc (Finance) from the London School of Economics, University of London.

Mr Weber was first employed in the accounting firm of Michael Angus, Pool and Co in 1976, before taking up employment in the Ministry of Finance from 1980 to 1998 variously as Chief Accountant Treasury, Director Budget & Planning, and as Principal Secretary. He was Governor of the Central Bank of Seychelles from 1999 to 2001 before moving to the private sector. Mr Weber served as the SBA CEO from March 2017 to 2019.
